I want to install a converter. My panel shows that it should be wired to the panel. Is that right? Shouldn't it be wired to the battery?

When I install Inteli-Power 9100 converters in my campers and teardrops, the converter has to be plugged into a 110 outlet and then is connected to the battery by means of 2 wires, as well as having to run a ground wire to the frame, for the converter.
