Hi I inherited a camper that was recently poorly painted. The roller left raised spatter and is textured big time. Whats my best method for sanding or smoothing the old paint so it will take a new coat?
Also, how do I tell if the existing paint is latex or oil?

Rub the paint with a rag soaked in denatured alcohol if it starts coming off it is latex, alcohol won't cut oil base.

Use whatever method you choose to strip all the old paint down to bare metal, then you can see what condition you have to work with. If the base metal is in good condition, go ahead with your primer.. (self etch primer on bare aluminum) then you can fill, sand and finish as usual...
